SURF is a collaborative organization for IT in Dutch education and research. One of SURF's key goals is to make publicly funded research accessible to everyone. To make this possible, SURF negotiates with publishers so that universities and universities of applied sciences can publish in journals and read articles. Contract managers kept the data for these negotiations in an Excel spreadsheet. SURF asked E-mergo to help professionalize this SURF Journal Catalogue.

For the past ten years, SURF's contract managers kept all contract data in an Excel spreadsheet. This carried real risks, such as data becoming corrupted. SURF therefore wanted to make this data securely accessible and easy to manage.
